I would try this method but if it doesn't work, get tough with him.

I put Ellie on her back and she does okay (sort of

) but when I want to clean them really well, I have someone else scruff her just like a cat. It shouldn't hurt if it is done right and it is better than taking them to the vet for a cleaning with anesthesia all the time. If you have someone else there with you, you could look at dog restraint positions online and have someone hold him while you brush.
