I would ask the lady for the breeder's phone number and threaten to take her to court. Give her a date that you want the papers by and tell her if you don't receive them by that date that you will be forced to take legal action...what a pain in the ass! Always have the papers in hand before buying a pup....there's a lot of shady breeders out there! Good luck to you!
