Listen, I know you would hate to do it but you can call the ASPCA or whatever animal group is near you because neglect is a crime - it is a form of abuse. You do not have to give your name or anything. If that rabbit is skinny and the cage is bad (and I'll bet his nails are really overgrown too) they can give her a chance to take it to the vet or she can sign it over, If they find the birds in the same condition they will do that with them also. If you had called about the dead birds they would have gone over there then. I sure would hate to see a puppy suffer and possibly die because of neglect. Being busy and working long hours is no excuse. Please consider calling the Humane Society or ASPCA in your area and tell them the story. They can't by law tell who made the complaint. I'm on the board of the Humane Society in my area and I see people like that way too often. They should not be allowed to have animals just to let them die, at the very least she would realize she is being watched and that may dissuade her from getting more animals. No animal deserves to be treated that way.
