I think it is. This is what i think and i don't know cause i didn't even speak to her about it, my bf did. I think her friend's dog had puppies and she is giving them away or selling them for a low fee. I don't think she is a breeder. The puppies are prob. mixed, her friend sounds irresponsible to be doing this
I can't believe this puppy is going to be out in the cold with them, at least they are being driven.
