After the female has acquired adult characteristics and it is possible to tell if she (and the stud) is of a quality representation of the breed that should be bred. After all health screening has been done and the dog has been looked at by long time experienced breeders/judges w/ extensive knowledge regarding the specifics of the breed.
It should also be said that there ARE some instances where the first heat doesn't even HAPPEN until 18-24 months.
