For me, between 18-24 months, depending on the timing of the heat. (Making sure that they are minimally 18 months, regardless to how many heats they have had--2 heats at 11 months is too young!)
After the female has acquired adult characteristics and it is possible to tell if she (and the stud) is of a quality representation of the breed that should be bred. After all health screening has been done and the dog has been looked at by long time experienced breeders/judges w/ extensive knowledge regarding the specifics of the breed.
