I agree that he is too young to worry about holding his pee. And if he is making it on the pad 90% of the time, you should be partying.
And a word of warning - mine are older and soooooo well trained, that I would swear that they can stop mid-stream and finish a few minutes later just in order to get TWO treats out of one pee!
