i would do the neuro consult first. See what they say about going under anesthesia at a regular vet. Her shaking may be something big or it may be something small. either way i'd want to know before she went in for surgery. if she has a more serious condition i'd have any surgeries performed by a board certified surgeon. They are more knowledgeable and have a lot more technology, experience, machines, and drugs there to treat any problems that may arise.
