The DNA tests are necessary. They prove that frequently used sires are really the ones on the papers. It is designed to prevent fraud and/or mistakes.
I would be suspicious of any breeder who tells you they don't register their puppies with the AKC because it's too expensive or that DNA testing is not necessary. The main reason breeders register their dogs with the "don't ask/don't tell" alternative registries is because they have been suspended from the AKC or don't qualify.
