I'm glad the people in your area are concerned about it. We have loads of problems around here with dogs off leash, even in our own complex. I have followed people home to find out where they live and then called animal control on them. Tina has been picked up by multiple dogs here and tossed, bruised, etc. And I don't stand for that, and neither does animal control. Good luck to you!
