If you can find out the owner's info, I wouldn't confront them, I'd just turn it over to animal control. They will report the incident and go see the dog and the owners. It is probably best that they don't know who reported them. If you call 311 in an incident like that, the closest animal control officer OR police officer will come to the area. The dog doesn't have to bite you to be agressive. And if it happens two more times they will put the dog down. It is good to get a report filed with the right people.
