Limited registration means he should not be bred. If you did not sign a spay/neuter contract then you don't necessarily have to neuter him but why would you want to keep him intact and have the attitude and marking tendencies?

If you want a happy pet and you have no intentions on breeding your best bet is to neuter him. In the long run you will be happy you did. =)
