Let us know how it goes. Remember, just because he washes his hands doesn't mean he cant catch something. Some things are airborne, alls it takes is breathing in the same air, even if it is outside. Better to be safe than sorry.
If your hubby still refuses, I would take Parkers suggestion and take him to a shelter.
