Oh boy sounds like Rocco is just doing the puppy play thing. Your going to have to work with him. Sometime they nip to get you to play with them. Unfortunately, their teeth are razor sharp right now. Use the spray bottle, or maybe the pennies in a can thing. Definitely tell him no and redirct his nipping attention to a toy or something.
