This is my situation too! Its too stressful! I have an axiety attack almost walking them because so many people let their dogs of leashes in our neighborhood (BIG dogs too!). I have had to grab them up sooooo many times because someone's dog is running loose (but "They won't bite! They just want to play!") I do not understand what people are thinking! I don't know them or their dog...why would I want their dog jumping up on me or "playing" with my 4lb baby??! There are laws and we also have HOA rules, but I guess they don't apply if your dog only wants "to play." (sorry for venting)
