The rear thing could also indicate that he needs his anal glands expressed. When they fill up they become itchy for the dog. To save you some money, I would go to a local groomer first. You can ask the groomer to see if his anal glands are full and express them if needed. I just had this done with Olivia and it cost $8- much cheaper than an office visit to the vet! If they aren't full, then you need to get to the vet.
