Yorkiekist, you bring up a good point about the taxes. Also, if they do offer more free or low cost spay/nueter clinics, that'll bring tax dollars up even more because I'm sure not all vets would be volunteering there time for it.
Also, people will still find ways to avoid it. I think it sounds like a good idea, but there are so many flaws, like how the bybs and mills will get around, but reputable breeders won't.
