I have 1 with a cotton coat and her hair felt like that when I first got her, after a couple weeks it felt a lot softer. I don't know if it was getting her on a better food or treating her coat differently but something worked.
I was using a spray on conditioner following her bath with oatmeal shampoo and creme rinse. Now I'm using only mink sheen and her hair is still soft. Granted she would still mat really easy if I didn't brush her daily but it is so much better now.
