I agree, the problem is you can't control the owners!!! There's lots of dog owners that should not be dog owners. Both small and big dogs will bite only the big dogs especially pitbulls and rottweillers etc. will cause real damage what is a scar on a lip from a chihuahua as opposed to the serious injuries or death the big dogs can cause. Pitbulls are already banned in U.K. so I heard. You can't control owners so you have to control the dog breed. As I said some of these large breeds have been bred to kill therefore they are very unpredictable.
