I would try to use a soft tape so it's doesnt have andy pokey edges and isn't too rough. You don't want it to hurt her little tail end!
Do you have a sewing machine? You could cut the hole and then sew around it, so the stuff can't fall out maybe. That would be a lot softer next to the skin.
