The only dog I've ever seen like that was one with a cottony coat it was weird...Stiff and as it got longer it matted awful... But I think it may be his diet... Some of these breeders feed crap... just enough to get by.. Get him on good food and spritz him with something that smells good.. Use a conditioner like the one Pet silk has they also have a nice spritz to make him smell nice.. Good luck dear.. Gosh... hard to love a puppy if it stink.... I love puppy smell they are so soft and cuddly... Gosh, you'd think after all these yrs of raising puppy's I'd get over that....
