If you read carefully it says this is what we should all strive for and the circumstances facing each individual member are different. These are the rules set forth to be a member of the club (which is very difficult to do).
The YTCA is a wonderful organization with wonderful guidelines that we should all be striving for. I know some actual members of the YTCA that violate some of the rules regularly but I don't consider them uncaring. We do not all have to agree on every aspect of the code of ethics but we should be striving toward that. We should be guiding and not dictating. To call someone who violates one of the rules 'uncaring' is wrong and totally untrue.
If the YTCA advises breeders not to sell puppies before twelve weeks of age, whether you call it a "rule" or a "guideline", a breeder who chooses not to follow it still raises a red flag to me.
