It depends on your dog, but I think he'll probably grow more. Penny stopped growing height-wise around 7-8 months but filled out a bit after that. Riley is almost 16 months old and grew a half-inch in just the last month or so!
I would recommend getting him neutered. It is the responsible thing to do as well as helping with possible behavioral issues down the road.
