When we got our first "little one" (we already had 2 big labradors) We taught her to use the pee pee pad by placing a paper towel soaked with her urine on the pad itself. We then showed her the pad with her own urine and supervised her all the time watching to see if she would "squat" when she did we set her in the pee-pee pad. We used the plastic pee-pee pad holder along with it.
We had to be diligent but after a couple of days, she "Got it". We have since trained 2 other "little ones" with the same method and have had success with both of them.
When we go visiting, we take the pee-pee pad (Holder and all) with us and they do just fine even when they are away from home.
