It is normal because she is stressed and confused with her new surroundings. It is not healthy though. Do you have Nutrical? Or canned food? You could try forcing the issue but if she doesn't start eating soon it would be very serioud because of hypoglycemic risk.
I would get some Nutrical into that baby (or karo syrup) and watch her close because while this is necessary, it can cause the sugar to plummet after it wears off...
