I would just add here...that for many dogs, it's not that "they don't care", it's more like "they may not have a choice" bc there are times when a creature HAS to eliminate, and if there is limited space...well....

The dogs that indeed "don't care" are usually taught that practice by poor breeders who force them (and their dams) to live in their own feces - and again, it's not about them "caring" or not, it's about what they're taught to do from the get go. They are taught by their dams to live in (i.e. accept) their own filth. Sad, but very true. Those are the pups that are so tough to train.
