My mother his having good results housebreaking a 3 year old she just adopted that would go all over the place.
She put the pee pad in the garage and has trained him to go on it in the garage. After a few weeks he now goes and does 1 and 2 on the pad in the garage. She has one inside as well and he has gone on it in times of need. Maybe that can help.
