Sure...for awhile, anyway. Until she gets the whole potty-in-the-right-place thing down. The main hurdle is to get her to know when she needs to go, and that she needs to "go" on pee pads, paper, or litter (whichever you're using). Then, when you're sure she can make it to the place you want her to ultimately go, you can eliminate the extra potty place. But, she must be able to get to her target area, on her own. If you want her to go in the basement, she should be able to negotiate the stairs, and scratch (or whine) at the basement door, to let someone know what she needs. Some people use little training bells they hang on the door, and train the dog to paw the bells to signal a potty need.
