How much water is good enough to give to your dog?

I find that when I leave the water out all day and keep topping it up my little guy keeps drinking and having to go to the bathroom over and over and over.

I would like to cut back on the water to reduce his frequence (especially before bed time).

How frequently can I give him water?

Is twice a day with meals good enough? 3 times a day (once inbetween meals)?
Cut off an hour before bed?

Or do I have to leave out water for him 24 hours and put up with the having to let him out every 15 mins?
