I don't think his bladder is smaller than any other yorkie, he probably does not eliminate himself to the fullest extent, because he is always saving some to mark somewhere. And he may never have learned how to hold his bowels or bladder before. He was always allowed to pee and poo whenever. so you need to teach him how to hold it and you can do this by confining him in a space where going potty is NOT and option.
I would not put him in a 12x12 room. This is just too big, if you are trying to train him. When you can not keep him on the leash and supervise him, I would put him in a crate or an x-pen that has only a crate and his bed and toys in it. Make the x-pen very small so the crate, and bed take up all the floor space. Then when you have chores to do or just tired of watching him, I would take him for an extra long pee break outside, so that he eliminates most of what is in his bladder, possibly also to make him poo, then I would put him in the crate or x-pen for an hour or two at a time and work your way up to 4-5hours. You may have to leave home during those times, so that he does not whine because he hears you and he wants out.
