I think that's more of a dominance thing than a jealousy thing. I used to work at a doggy daycare and that happens all the time amongst dogs. Cailee (my big dog) does it to Rika sometimes and Rika does it *a lot* when new big dogs are around. It's normal. They're just trying to figure out who should be boss. It's still fine for you to break it up because that teaches them that YOU are boss and not them. Good luck!
