This bothers me for one reason in particular. I just came home from an "I Love My Dog" Expo here in my city this morning. I took Sophie, who is about 7 1/2 pounds, a little bigger than some and smaller than others. I wanted to take her because she needs to be around other dogs, but there were soooo many dogs, and so many big dogs. Until I was leaving (about an hour into it) she was the smallest one there. There were plenty of toy or small breed dogs, and there were also many Great Dane (there was a Great Dane rescue there), and all kinds in between. But to make a long story short, I had to carry her the whole time so that she wouldn't get stepped on or (heaven forbid), some other dog decided it didn't like her. When I was leaving there was a couple who was just coming in. They had two "tiny, tiny" Yorkies. Personally, I thought they looked a little sickly, but I don't think they were. Anyway, those dogs would never be on the floor with the other dogs. It is hard enough to worry about your little one being a meal for some other dog, but to have a dog that is so delicate that it could get hurt so very easy, I just couldn't have a dog like that. Well, enough said. Good luck with your friend. I think everyone has to have the dog he/she wants. So I guess she will probably get whatever she decides is best for her.
