Is it possible for you to install at least a chain link fence for her so she can be somewhat free?
As for the "whiskers" as I call them, I don't know what they are for. Every dog I've ever had has had them. But my yorkies weren't that noticeable, I suppose, because of their long hair. Sometimes you'll find one of them in their beds!
