I have both of of my dogs (a yorkie and a doxie) wear their collar at all times. That way it becomes like a second skin to them and it won't bother them. Now the harness I use it only when we go for walks and when they see it they know what is coming and their harness isn't put on unless they sit. They now sit without me having to say the command it is so cute.

So basically I used the harness as a reward for them to go on their walks. And they know not to with out me putting the leash on it too. It takes time for them to get used to it but be consistant even if right now he is not going out for walks.
