Yeah, he's about 7lbs. They're a little short since they're made to fit a teddy bear and Stewie is pretty long about a little over 12 inches from base of neck to base of tail. He is very skinny and doesn't have a belly at all. A short Yorkie w/ a bit of pudge would be ideal.
My best guess: They'd fit a five pounder just fine (10" being ideal length IMO), but definitely not a 3lb'er.
