Try conditioning your dog first.
have some small treats handy, keep your dog near you and say clearly "Tia (or teh name of your yorkie) Come!" then treat immediately. Do this again and again a few times, pulling your hand back a bit so that your dog will seek your hand for the treat. Also work in to touch the harness before you treat (because later when recalling from a distance...these little guys will come toward us, and stay out of hand's reach).
Try stepping back a couple of feet a recall and treat.
Increase the distance. Also, try doing this when on a long lead and your dog is off sniffing something and mildly distracted. Don't expect them to drop everything and come running though, that's not always realistic, especially if they're sniffing something especially delectable!
When out at teh dog park, don't use recall only when it's time to leave, or else they will associaet recall with no-more-fun-time. So randomly do it over and again. Also, randomly choose recalls without treat rewards...to slowly ween them off of treats.
If your dog doesn't come properly...never scold when they do come. always reward for the fact that they came to you.
