I think 11 weeks old is a bit yet to expect a yorkie or any dog for that matter to be potty trained. Best advice I can give is just continue to be consistant. Also, 2 hours is a bit much for ANY pup to hold his or her stuff. I'd try taking him or her out every half hour and when he or she catches on and starts doing better, put more time in between the time you take him or her out to the potty. Best of luck to you.
