My Lucy had that same surgery. My regular vet said it could be done at MSU or Michigan Veterinary Specialists (down by Detroit, I can get the address again from my vet if you're interested). MSU told me $3500. I had it done at Michigan Veterinary Specialists for about $2000, as long as both knees were done at the same time. and they did a really good job.
