I use washable pee pads. They are designed to be left out to be used more than once. How long you leave them before washing depends on the level of use. I have three yorkies using one pad and I usually change it out every day. I do pick up any poop as soon as I see it.
Washable are nice because they are not as likely to be torn up by the dogs and they save a lot of money (besides being environmentally friendly). The ones I make vary in size, but are generally around 28 x 32 inches.
Whether you use paper or washable, yes, I would recommend pads rather than having the dog go directly on the floor in your bathroom.
