It can be really difficult to change bad habits when they have been doing them for that long. You have your work cut out for you. I would go back to training him like he was a puppy. As much as all of you will hate it, he must be contained when you are not able to watch him every second. When free you must be watching to make sure you get him outside when he needs to go and reward him (praise him like crazy, use his favorite treat) or catch him in the act and tell him no. Do not let him sneek away from you.

How long is he home alone? You might need to pee pad train him if you are gone long hours.
