Yes and a Friend of mine that owns a pet supply store told me that to sell Dogs/cats The stores (at least here) are pretty much forced (by the government) to buy from only USDA licensed Breeders. So basically The pet shops are Forced to sell Puppy mill Puppies. My friend will not do This. They do have HS visiting animals though sometimes.
I think that If you want to get Mills shut down We need to Change the way the Government looks at these breeders as Just raising ( Cattle ) or other Livestock
