I'm not sure if I completely understand the situation, but you mentioned that the dogs may have killed a stray that she took in and that the two dogs were in quarantine, right?

If her two dogs weren't up to date on their rabies shots and of course they wouldn't know if the stray was, there is a state law that requires that the dogs either be destroyed or quarantined for six months, then inoculated for rabies, watched for a month, then released. The owner has to pay for the cost of the quarantine so maybe that is why she is debating whether or not to put them down?
