I think that's the lady's finger and not the puppy's tongue.
Someone I know use to breed and show Yorkies and out of one litter she had a little female just that size at the same age. She kept her and named her Minnie Mouse. She is as healthy, outgoing and friendly as they get, but she's so darn tiny at just under two pounds fully grown. Personally I wouldn't want one that tiny.
