They are the exact same vaccine. Puppies should get their rabies vaccine between 12 weeks and 6 months of age (depending on the individual). They then get another 1 year from the date of the first vaccine. After that, they can get a rabies vaccine once every three years. It's the exact same vaccine though - some vets still give vaccines every year but I think overvaccinating is a bad thing. There is a study beginning that will hopefully determine exactly how long a rabies vaccine causes immunity (it's thought to last at least 7 years)...so hopefully one day we won't be vaccinating so often. Educate yourself and buy from reputable breeders or rescue.
