When I asked a humane society 30 miles from us if they would check some doggies' welfare in our town they asked if the animals had shelter. I had to say "yes." They said they couldn't do anything then unless the local police complained. No chance of that. The poor doggies are small ones, out in 15 degree weather, and very matted. Makes me so upset everytime I drive by. Just so proud of you that you put your beliefs into action! Joanne
