Most guarantees require written verification from vet that there is a life-threatening congenital defect....and then refund will be given (or another puppy, etc). Assuming anything the guarantee required has been done, I would see no reason for delay in receiving the refund. Some do say that the breeder reserves the right for autopsy, or second opinion, etc. Could this be why they are waiting?
