If he's a male, he's marking. Neutering them as young as possible might do the job but not definitely. Until you neuter (if ever) use a bellyband with a pad during the day, and take it off at night when he is kenneled or confined to his sleeping area (with a pee pad). It'll save your rug, your furniture and your good nature!
