There is surgery for prolapsed trachea. They can put a coil in to hold the trachea open that seems to work well. According to the website I read, most dogs that finally have the surgery are in such bad shape by the time they have the surgery that it doesn't have a high level of success for that reason. So I wouldn't put off having it assessed by the vet. You also have to take into account whether your dog is very small which makes things more difficult or whether it is standard sized.
