I have mixed feelings about this type of thing. I mean it really does sound like it would be a great solution to control the cat population. However people that are responsible pet owners already have spayed or neutered their cats and those are the people that would also license them or report that they owned them. The irresponsible people who don't bother to spay or neuter will hide that they own them and then they will get pregnant and then they will of course abandon or kill a litter of kittens because they have no way to try to sell or give them away without letting it be known that they had them in the first place.
I also don't want the government making decisions like this for me, and it has nothing to do with breeding as I have all of my animals spayed (they are all girls) and do NOT want them in heat
I don't know, it is interesting though
