It's mother's was AKC registered but the father was a rescue.

neutered but the two got together. Puppies came and were given away,

allow her to make money off the litter since the father was not registered
with them because he had no paper's and the litter could not be registered

You're right. Not everyone would be that honest. The puppies would not be eligible to be registered with the AKC, but there a lot of "alternative" registries that would have been happy to give you "papers" for the puppies as long as you pay a fee, send a picture of the parents and have someone/anyone (could be a friend or relative) "swear" that the dog is purebred.

Those registries are used all the time by puppy mills, backyard breeders and the other less than honest breeders so they can say they have "papers".
